Just a FYI these saves do work but I needed to resign them in order for them to do so.

So yea I'm just wondering for these no resign needed saves, all I have to do is download and copy and paste the folder into my usb, or is there another step?

probably your user id didnt match .By user id i dont mean your psn id I mean the number of users who are using ps3.
Like the 1st user to use a brand new ps3 will be of id 00000001 and next one 00000002 and so on.If you delete the user ps3 will assign you a new id and keep a track of the id it has issued.There are a maximum of 64 users you can create.Once you reach the limit you cant create anymore.Which means you will have to buy a new ps3 to make the 65th id.
Most of these saves has a user id 00000002,3 or 4.So if you are the 1st user i.e 00000001 the save will turn as corrupt or will say it is of another user in spite of a blank psid.

To answer your question, you shouldn't have to resign a blanked save assuming that said saves can be used "blanked" in the first place as every save cannot be used that way. However, the ones confirmed to work without resigning shouldn't have to be resigned at all. That Inquisition save set that you speak of will not have to be resigned. I didn't have to resign it.
