It's not possible to download dlc through game saves. But I believe there is a way to get free dlc through a backup modify tool, it's called pexploit.

Yes, but you need to jailbreak your system to get cfw.

Ya u need to jailbreak then download the dlc pkg files with a fix if needed then Done that's what I did with bo2 dlc
