Are you able to post a pic of the error message you are getting? If the Console ID was banned it will state the account was banned by sony.

dont know if this will be of any help to you now but i had the same after trying to use my ps3 after 6 years, you have to sign into the account on sonys website and turn on 2 factor auth and they give you a code use that code for the password to sign in on ps3
