A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

Have you only done the prestige challenges on the challenge menu, or have you completed all the guns challenges aswell? because I think it means completing every single challenge obtained after prestige not just stealth bomber , AC-130, Chopper Gunner and stuff like that challenges. (Y)

This is the Legit way to get it. i looked through a couple of emblem/title guides on my iPod and they all say the same thing, complete all prestige level challenges( killstreaks,knifes, guns, headshots....) at 10th prestige, so it has to be the only way. I also don't believe you can hack for this to be fair.

This is my thought (3 Theories)
1. 100% Spec Ops - 100% Campaign - 1000% Multiplayer (why else would they tell you your progress)
2. They made it so if people were able to hack it you have go through all the prestiges and be legit. Get to 9th prestige and complete all PRESTIGE CHALLENGES NOT VETERAN, then prestige. this could trigger a special encrypted signal to give you this since you went from 9th to 10th and got all the prestige challenges done.
Thats why they made prestiges challenges.
3.EVERYTHING COMPLETED (ALL TROPHIES, ALL SPEC OPS, ALL CAMPAIGN, EVERYTHING IN MULTIPLAYER IMAGINABLE) If IW made you do this, it would be a crime and I doubt that this plausible but its possible
In Conclusion I would bet my money on Theory 2 it makes the most sense in my mind.

They can't tell if you have hacked or not if they could tell you have hacked through the prestiges/challenges there wouldn't be prestige/challenge hacks

It has nothing to do with completing all challenges because in the Flag Runner video a lvl 30 had the spinning skull

That was a promotional video, which means everything would have been unlocked for them. I'm sick of hearing this explaination.
The most likely one is 100% Spec Ops, 100% Campaign, 1000% MP. So far I have 4% Spec Ops (Have nobody to do them with) 100% Campaign (Legit) and 413% MP (Legit)
