A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

im not sure on how many nukes you have to get exactly but, after a few you get a nuke symbol and after a few more you get a rotating nuke symbol. so what i was thinking is at lvl 70 10th prestige you unlock a skull so maybe if you get to lvl 70 10th prestige 10x for example u can unlock the spinning skull?? just a hunch i get after reading a few of the posts if someone can try this out somehow and tell me if it works it be great. =D

you get the non rotating emblem that looks like a nuke from doing something with the semtex, not for calling in nukes.

This is really starting to bug me that it hasn't been found out how to get this yet.
We need to sit and think, what is something that will take hard work AND dedication? You'd think all challenges or prestige challenges would be how you got it. I don't think it's some hidden thing like shooting all photocopiers or teddy bears (though it is weird that they have these random teddy bears throughout the maps) because that wouldn't be hard work, or take dedication. But it has to be something we all know, just aren't thinking about, I really think it's probably simple to get. I like the theory about kills with the AK while wearing the tenth title and emblem, because those are all of the last things you unlock for levels, the last title and emblem for prestige and the last gun you unlock at 10th level 70.
And how are split-screen prestige services able to unlock the 10th spinning skull? What did they do differently to unlock it, because it used to only be a sticky. You'd think that they know how they're unlocking it.

as you can see in the video this guy is only prestiege 1 level 40 something.So that disproves the wear the tenth prestiege callsign and emblem.
It might have to do with call of duty 4 like have a gamesave with everything complete or something because its placement is inbetween were the call of duty 4 emblems stop and the mw2 emblems begin.So it could include something with C0D4 gamesave?

Put what about the people who dont have COD4...They wouldnt make it so that only people who have COD4...that just wouldnt be fair..I have COD4 gamesave on my PS3 but only like Lv.8 or something xD
