A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

omg you idiot shut the **** up, why do you act like you know it when you dont. this guy jefroblood has it by coincidence by some connection bug. i managed to add him and he explained to me how it happened. this happened last year when he wasnt even prestige, there goes your credability you retard. he got the emblem after some error and he got like 80% of all titles and emblems including the spinning skull. heres the video of him being in my party (with thanks to bigant for gettin this name jefroblood, sorry forgot to say that last time lol)

thanks for the video, and seen it sometime in the near past. yea please dont claim and say u have to be on this prestige only because no one knows because no one has gotten it the correct way (for all i know). rather, say that u think/believe that it is the way to earn it.
no one would believe u if u just come out and say that unless u have some good proof. people appreciate other people that have great thoughts instead and we would be sure to give u credit for it if it is correct.

I don't know if this has been proven false, but I was looking threw some videos on the matter at hand and saw some guy comment that to unlock the emblem you need to use the AK-47 and get 1000 headshots while wearing the 10th prestige title and the basic 10th prestige skull emblem.
I know some of you had said something about wearing the title and emblem to unlock it before it makes sence and with the game suggesting it has to do with the AK-47 maybe that title and emblem with the AK-47 makes it Marksmen 4?
