A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

i also hacked an account with all accolades on 1000 except 1 which had 999... i got that to 1000 in split screen and i did not get the skull.

:O just had a thought about it. if people on xbox hack with jtags they get banned right? (or they can do) IW could of done it to help microsoft. if people get banned they might go and buy a new xbox. but most people know you can unban it with a new Key Volt (i think) so they could of done a deal with IW

stop with the theories imo its all linked to the ak think 402 said (one of hints) It will be last thing you do think last thing u get lvl70 (last level unless prestige) AK-47(last gun) and the coding says Level 70 and pr_Ak47MarksmanIV_pr or something like that know think this gun doesnt have marksmen 4 it only goes to 3.....hmmm and marksman 4 would also be last challenge for any gun that does have a marksman 4 NOT VETERAN 4 so anything having to with prestige is false so who knows. but i think i have the closest theory to unlocking it we just got test some theories with the AK-47
402 also said it takes alot of dedication aka having no life but anyway yeah even 20k Kills W/ AK-47 would be a bitch kinda like me iv been lvl70 for like 3 months now all i use is UMP.45 and play Demo and if ur good at it u can easily get 30-70 kills and yeah i just completed the 2500 kill thing challenge like 3 weeks ago and i have 761 HS out of a thousand for gold title n for the past like month i only played it like 20-30 minutes a day. So basically even if u boost it would take a while n some of u guys arent thinking about what 402 said like his hints he gave ie one of them being "it will be last thing you do" so iv prety much completed half of the puzzle most likely a secret challenge and 4 those people who say theyve already found all secret challenges really? if its a secret how would u know....
