PSN that is not the case , sony does not put up servers for online.
Developers and publishers do. Take for example EA BFBC2 runs on there own servers on PSN. XBL it MS servers. Same goes for COD matchmaking servers are MS on 360 PSN it a 3rd party company which the publisher owns.
If sony was to charge for PSN it would have to provide the servers.
Make a standard voice com server setup. Right now devs can use there own servers for that.
Some games are good quality others not soo.
Plus side to PSN current state is that it like PC.

Only way right now sony could charge for online play would be for 1st party games. Much like PC some games are pay to play.
Only way they could charge is if PSN saw a major rebuild which they controlled all the services. That unlikely unless for the PS4.
Sony also very unlikely to do that , it knows content is worth more then charging users.
