I think I kinda understand you, fat32 limit is not 4GB it is 32GB.
If you have a hard drive bigger than 32GB and need that converted to fat32 you need a program called swiss army knife which can do it for you or convert it to fat32 in dos which should be fine as long as the drive is less than 1TB
Well i have a seagate and i formated it to fat32 and it wont let me put nothing over 4gb
