actally yes it does u need a good upload to host for example call of duty if you ul sucks people will lag because you cant send info fast enough

lol in my country if you want 4mb you have to pay 400 per month ( about 60$) if it's 100 mb you have to pay 1000 per month ( 300 $ )

Upload actually does matter when playing online games.

If you want to host games, you should have around 64kbps-128kbps upload speed per player in your game.

So if you want to host an 8-player match, you should have at least 512kbps upload.

To join games that others are hosting, you just need enough upload bandwidth for yourself, around 64kbps.
