As we all know (that beat campaign) that at the end there are two helghasts, one is scanning and the other is following. The one scanning reaches an object (think is a ship or pod) and says "Welcome Home Sir!".

Alright now my theory:

In the beginning of the game we see a cutscene of Scolar Visari in first person.
When he enters the room he sees everyone bowing down to him. Then he reaches his daughter. When she says "father?" look at her face. Her face looks like "Whos this guy!?". Then during his speech you see a ship flying away with Radec and Stahl still there. After the speech you here Radec (Or a helghast Soldier) say "Sir the ISA is here you need to move."

This led me to conclude that the one that Rico killed in Killzone 2 was a double(fake).

This is why I think so

1)His daughters Reaction.
2)Radec is STILL alive in the beginning cutscene.
3)A soldier or Radec says "Sir the ISA is here you need to move.
4)A ship flying away.
5)At the end of the game the 2 Helghasts find a ship or Pod and say "Sir welcome home!"

This is just my theory and may or may not be true. Tell me what you think?

Interesting concept. I also feel that it was Scolar Visari. And after reading your point, I'm almost sure it is him!

i thought it was stahl because before the final scene with the BOOM u see him run towards something so when the final scene happened with the soldiers i thought it might have been him but now your theory seems to make more sense

i heard this was the final game in the series i hope this aint true after playing the campaign i wanted more i still want more
