I was playing around with the debug options that are made available in the game and found out that there is a folder checked upon startup called "INSTALLEDDLC" w/o the quotes. So that is why it is necessary for your ps3 to be in JB mode.
1. Make sure your ps3 is in JB mode.
2. Create a folder on your desktop called INSTALLEDDLC and put whatever mods you want in the folder.
3. For mods that have a .BSA and a .ESP file, name them the same. So for example, if it was cheats.bsa and cheaters.esp, change them to both either to "cheats.bsa and cheats.esp" or "cheaters.esp and cheaters.bsa."
4. Next, open up your favorite text editor and type the name your mods in all capital letters including the extension. ** NOTE ** that you must only put one mod per line. For example, CHEATS.BSA and then on the next line CHEATS.ESP
5. Save the text document called PLUGINS.TXT and put that into the INSTALLEDDLC folder.
6. Save the same text file as another text document called DLCLIST.TXT and put that into the INSTALLEDDLC folder.
7. ** NOTE ** Any new mods that you want to install all you have to do is press enter after the last mod entered into the lists.
8. Next go into your favorite file manager / ftp on your playstation and navigate to "dev_hdd0/game/BLUS30007/USRDIR/" and place the INSTALLEDDLC folder onto the hard drive and then your mod will be available the next time you go and play Oblivion.
** MORE NOTES **
Not all of the PC mods will work, for example the Dark UI mod will not work bc the way that the mod comes into play is by replacing the .XML files that are in the pc version of Oblivion. Unfortunately, the ps3 version only reads all of the data from the original .BSA files with the correct headers. THIS MEANS THAT ONLY MODS THAT INCLUDE A .ESP file and if necessary textures contained in a .BSA FILE ARE THE ONLY SUPPORTED MODS THAT WILL WORK FOR THE PS3. THIS ALSO MEANS THAT YOU CAN'T PUT IN CUSTOM LOADING SCREENS OR MODS LIKE THAT.
Another note is that you can access the testing room in the game. (for those of you that dont know, its basically the place where you can virtually access any item in the game. You do have to install a teleporting mod that will get you there due to the fact there are no console commands built into the PS3 version.
Finally, If you attempt to boot the into the game without your playstation being in JB mode there will be a disk error stating that it cannot read the disk, try again? To fix this, merely put your playstation into JB mode and you will all be good to go.
If you wish to boot into the game without the mods just delete the INSTALLEDDLC folder from your dev_hdd0 of your playstation and you'll be good to go. Note that when you load your game up and you dont have the mods on your system anymore the game will prompt how there is installed dlc missing would you like to continue to load the game and just click yes and you'll ok. Just dont try to use anything from the mods or your game will more than likely crash
