There are two ways which i think are the best:

One: Solo Fort Mercer on Free roam (Private, slows you down if you get attacked)

Two: Solo Pike's Basin on Free roam (Private again)

If you repeat and repeat (Boring, but meh) its not bad exp.
Rockstar are still doing Triple exp 2hr sessions for xbox 360. Psn will get there sessions when its back up.

I find if you get in a posse of 3 or 4 and do pike basin for 2 hours you will get up 5 ranks
