I was thinking if we were to make Japanese PSN accounts, would we be able to play online? I cannot try this at the moment, but please someone try this and tell me if it works. I don't know how all of these things work, but nevertheless it is just a THEORY!

i already tried it wont let you create a new account while psn is down.

I don't think it will work. If the servers are shut down for us then the servers will be shut down for them.

I can confirm the Japanese servers are down. Some of my games are from that region and as such i have an account for every region, and all of them have the same message.

Or just wait till it is back up, it should be up soon (hopefully).

You also wouldn't be able to play on japanese servers. It has to do with regions

That makes no difference anyway, your region is determined by your IP address not what games you have.
