Since its now 6:15 JST (morning) there may be a update soon.

The schedule may be different each region, so the dates can be different.

That's correct. since the whole PSN is linked to eachother. but since JP is almsot a day behind dates and stuff are different in each region.
Even if you try to create an account on the JP site you get the Server maintenance site, notice the different languages it's not that hard.

as Us and UK/EU servers arnt running yet

No, the US/JP/EU/UK are all on the same server hence the names jp.playstation.com uk.playstation.com store.playstation.com
The Japanese PSN is down just like the rest.

I have even tried to go there without the translate, gave me the same page mate.
