The cross game chat was never promised, that was just the bullsh!t spreading round the web.

They said in their blog that it would be a few days until we get the welcome back pack. Just be patient, this update was just to force users to change their pass and to allow PSN back online.

It will be when PSN is back up in all the countries, it would not be Fair for USA to Have it first, I from USA i want it NAO!!!, but we have to wait for all the countries

Sony didn't say anything about cross game chat on the playstation website, they said in forum discussions they were thinking about it though.
On the website they said they will restore chat functionality which ALOT of people have mistaken for cross game chat.

Please, link me to a trustworthy source that says they will be implementing cross game chat.

Sony is the ONLY trustworthy source just to let you know.

And there wasn't cross game chat before. Sony never confirmed this themselves. They said it was a possibility, whatever else you read were RUMORS.
