I'm in the US and I didn't get it either. Just download it off of the PS3 website, follow the instructions on how to update it using a USB on the PS3 website. That's what I did.

Try yo login a few more times. But from what i read on the PS website that th update is only for North America.

Same thing happened to me, just update via USB.
