It might be because of all the people logging in right now.

Ok so let me get this straight. You made a new PSN account with a totally different login and user info and such and get the same thing? That leads me to believe it is maybe your PS3 and not the network. Maybe try booting up in service mode and try the restore file system option or rebuild the data base? Or like it was said already if those don't work I guess reformat and restore to factory defaults?
