Because that is the possible amount of combinations for 3 letters. You take 26^3 and you get the answer of 17,576 different combinations.

There are 456,976 possible 4 letter PSN names and that is true because today alone I already found 3 that weren't taken. I already registered them but they were nyxc, qnuv, and ekgx.
