You can just talk to the guards at The Strip's gate. Click on the 2000 cap option. They will only check to see if you actually have 2000 caps, they won't take any away. That is, if you choose the right option.

Get a hold of a stealth boy, head to camp mccarran and then ride the monorail into the strip. Easy peasy
