And when I did deactivate it. I went to Black ops and all my maps were gone. I was wondering if I would get them back if I reactivated the account. Which I cannot do right now because hes online. Or is there another way to get it back.

Probably just reactivate since the maps are already physically downloaded to your PS3, then again not sure.

You can also log in while your friend is online, it'll just kick him off.
