I just thought i'd post what I submitted here to give you an outline on what to say; not something like:
"Can we have cross-game chat please. k thanks bye."
But something a little more persuasive such as this:

I am writing to request PSN Cross-game chat for all PSN/PS3 users. I ask for this as there have been many occasions where i have wanted to just have a small chat with some friends but i am forced to either spend some credit on my phone in order to ring them or make a chat room (Which can also be an annoyance trying to chat in whilst in a game).

Can I just ask, what do you think alot of PSN members have been trying to do for the past few years?
Sony already have millions asking for Cross Game Chat, and Sony have said on the Playstation Forums that they are considering adding Cross Game Chat.

They know about the demand that users want it
I would also go on blog share too
More ways to tell sony we want it the better.
Worse thing that could happen is not on the PS3 but PS4. I hope to go that sony learn that online gaming is important and not to be cheap with PSN next time around.
