Basicly, if enough PSN members put a request in for cross-game chat, Sony will be forced to put it into an update. They are clearly a little reluctant about this so its going to take a large number of us sending in requests.
I just thought i'd post what I submitted here to give you an outline on what to say; not something like:
"Can we have cross-game chat please. k thanks bye."
But something a little more persuasive such as this:

I am writing to request PSN Cross-game chat for all PSN/PS3 users. I ask for this as there have been many occasions where i have wanted to just have a small chat with some friends but i am forced to either spend some credit on my phone in order to ring them or make a chat room (Which can also be an annoyance trying to chat in whilst in a game).
I am aware of the party chat we can all use OUTSIDE of games (which I personally quite like) and would like to see a version of this developed to be used in games.
Finally, I recall a Sony representative mentioning something about "Improved chat functionality" whilst the PSN was undergoing maintenance; this was supposedly to be implemented in some way in the welcome back package, I am yet to see any improvements in chat functionality.
Overall I am an extremely happy and satisfied customer of PS3 and PSN and would be over-the-moon if you were able to remove this 1 flaw of PSN by simply introducing cross-game chat.
Thank you very much for spending your time into looking into this request.
Sam,
If there are any mistakes, feel free to flame and troll but I have already submitted it. :bat:
Use that as an outline for your request
(Not word for word)/facepalm
