i'm pretty sure you can at playstation.com
just go to You must login or register to view this content. - log in - go to account settings, then account management. it will ask you to sign in again, sign in and go to change password. you don't even need to type your current password to change it there.

ohh, my bad. You said you don't know your date of birth, i thought you just wanted to change your pass haha i'm dumb.
There's a way to find your date of birth. Try searching the forums. It might be hard to find, but I did see a tutorial on how to find it.

It will cost alot cause i live very far from singapore (my account is singapore cause when i made my account I used fake info except email)
