For example: There could be a new tab called "Manage Add-ons" and under it would show what add-ons you have purchased, and could purchase. Any thoughts?

It's a good idea. Not much to comment on, because it also isn't THAT useful. The Downloads section already takes care of what we have purchased, and you can always search for new add-ons.

Preferably, I would love the ability to toggle my add ons whether I want them on or off when I play a game.
