Right now, it serves as a store accessible via your PC, or your PS3's Internet service. The creator of this project is looking for any and all help with this current project, and hopes someone will be able to help develop built-in pkg installed. He is also taking recommendations for content that you, the users, would like to see at the PS3Ultimate Store.

So, you can download and play PSN games and DLC without having an actual license? Sounds good to me.
