mine was like this i did a database rebuild and a file system restore and it was fine

while its on standby hold the power till it turns on then off
then hold the power button until you hear two beeps together and let go

you will get recovery menu just select Rebuild Database then when its done Restore File System

try to rebuild the data base before trying the reformat so you dont have to redowload all dlc ect.
