the only way to mod it is if you have the PC version AND the ps3 version. you open the files you want to mod in the GECK (or whatever it is for new vegas. the same thing applies for fallout 3) and mess with the files. save the mod as an ESP or an ESM (most ESM files do not work). go to your ps3 version of the game. back it up on your hard drive, external or internal, and open up the fallout.ini file. from there, you need to find some lines that look like
STestFile1=
STestFile2=
etc. add in the name of your mod
example: STestFile3=PISTOLMOD.ESP (file needs to be in caps)
now find a line somewhere farther down (maybe halfway or closer) that has a long line of code. It's the install data for the game. just put the name of the file in the line in the same format the rest of the files are in (i havent modded fallout in a while so forgive me, i do not remember the number of the line or what the text says exactly). it should be something like DATA/PISTOLMOD.ESP. place your mod in the data folder and load up fallout. it should be modded.

Sorry to be rude but none of these people actually know what they are talking about. There have been multiple threads by people in the past on how to mod new vegas, the only restrictions are you cannot add any new items to the game, simply mod them.
you do NOT need a pc
you do NOT need C# coding
and you do NOT need skill as it is very simple.
