He told me that the heat compound on the cpu probly wore off abd that i need to get heat gun and high quality heat compound and heat the cpu up then apply the new heat compound, does this sound right

Well that should temporarily fix it, unless its a software brick, but If you want a longer lasting repair get it professionally reflowed or reballed, they last wa longer.
