But when I click update, it goes to a black screen, then the PS3 reboots it self and I am brought back to the XMB. The disc is scratchless being that it was sitting in its case for a long time. I tried deleting the gamesave and save data and the same thing happens. Does anyone know how I can fix this and play GTA again?

I've had a similar problem In the past with Call of Duty : Black Ops. There was one update, for about a month that no matter what I did, I would boot up Black Ops (In pristine condition I may add) and It would freeze on the introduction. So I waited It out until the next update, and that solved the problem. I'm afraid you may have to wait for another update before you can play again. It's a extremely rare error and there's little to nothing you can do about it

go to game then at the top game data utility delete gta4 then load the game again n ur game will re install itself it works trust me

i would try reinstalling
