you could try a laser lens cleaner. maybe some dust is on the lens

Could be a firmware fault which means going into the system menu.
Or could be some dust on the laser or the drive is broken

That happend to me, and the cd was not that much scratched, It could be the ps3 or just the cd is damaged. If other games work then its the CD best way to clean a CD and this is what I use is Penutbutter.
