Im not sure why you would want to go to strict if it is open.
How about going to network settings> internet connection settings> custom> scroll till you get to UPNP then select (dont use/ disable), it might work always worth a try
I think to get strict NAT you have to have something stealing a lot of the bandwidth. Try having like two stuff downloading at the same time on your computer, and run COD at the same time.
To get the NAT type to Open, I think I can only help you depending on the type of router you have. Hope I helped .

That helps to make it open again but to make it strict what ports would I have to block?

so i can lock infection lobby. it only works if your nat is strict :/
you would have to go to your routers settings and assign your ps3 an ip address. then you would have to place that ip address into the DMZ in order to allow an open NAT. However, it's still NAT type 2, but it'll say "Open" on online games.
