It had been like that for quite a few hours so he decided to turn it off at the wall. And now whenever he turns it back on, it just comes up with the welcome page(the first page that just says like PS3 and stuff) and then goes into updating, then gets stuck at 37% again. So what has happened and should he do?

Instead of just turning it on reset it. Hold down the power button untill it beeps twice. A new screen will appear asking for you to input the settings.
