IN the UK every Thursday generally between 1 - 4 pm( but remember the 3.0 firmware has abs ****ed the sony servers ) US a Friday 1-4pm and Japan Monday 1-4 pm.

In US its Thursdays some time after noon. I don't know about UK though.
