The store could be updating, the store could be undergoing maintenance or it's just down. Your best bet is to call Sony and see what's up or just wait a couple hours or so and see if the problem is still present.

Playstation store might be down if the problem continues for a day or so just give sony a call.

I found the problem !!!
I was in bypass ^_^
