I give credibility to an anomunous user for this as it proved affective for me.

I was doing some research on lag issues with the PS3, and it seems that REBUILDING THE DATABASE is a viable option as well. It is done in the same exact way a the Restore file system, and it's number 4 on the list. What it does is, delete all of your messages, even the saved messages, and any playlist. It will NOT delete any of your files, games, music, pictures, etc. It just clears out all of your messages, and playlist from the hard drive. Sometimes you can get errors with messages, and in your playlist. These too can slow down your PS3. It will speed you up, by clearing them out. I would recommend that you try this before you resort to doing a FORMAT. I was reading that one guy claims that by Rebuilding the database, it allowed his PS3 to play his disc games again. He said that it was a black screen, with green pixels, and that he done a Rebuild the database, and it fixed his PS3. I would say it's worth a try, if you are having trouble with it. I do know that it will speed you up.

You should reset your modem first, and a router if you are wireless. Then go from there. Do this before working on your PS3.

SECOND WAY
This is not as effective on ps3 but it worked.
follow this steps

1. make a back-up of your ps3
2. bring your ps3 in recovery mode(hold the on/off button in to get 2 beeps and it will turn off, again hold the on/off button in to get 1 beep and and 2 fast beeps)
3. it asks you to put your controller in wired connection
4.and choose format system
* if its done you will loose everything but you have your back-up
5. after its done do step 2 again and choose now restart system and follow all the steps to get back to the XMB-menu and use your back-up
