Everyone that downloaded it (and has it in their download list) keeps it until their PS Plus expires.
But, if it expires and you re-buy it lets say a month later, you can play it again

I this for EU or US or both? I really hope Mafia II and NFS MW come for US =) (We already got Spec Ops: The Line back in Spring)

what i do is i just download them even if i dont want them and once its at 1-2% cancel it and it will be in your download list so you can download that free game another time when it isnt in the free games on ps+
