actully you can build one, bring up weapon wheel and look to right WiFi looking and choose jammers bulid after release weapon wheel and press R1 (Shoot)(PS3)

gain some skill points by completing gang hideouts and levelling up

Drive around and wait for potential crime activity. Easiest ones are the ones where you have to intervene. You'll rank up very quickly. I have a shit load of points (something like 16 or 17) and I aint even past the 4th mission yet because I've just been riding around stealing money from peoples bank accounts (I have over 200K right now).
