Does this mean I can "upgrade" as in I can play destiny on both systems if I preorder for one? or if I upgrade I can no longer play on ps3?

Right if you pre-order on ps3 you can upgrade to ps4 and yes after upgrade the ps3 version will still work

Wrong the ps3 and ps4 share the same servers so your lvl and data will be the same on the ps4 as per the ps3. I just tried it
