I had the same problem after I converted a ps3 from dex to cex. The fix is really simple. What you need to do is change the NP environment from "sp-int" to "np"
To those who don't know how to access debug settings on cex, do the following. Do note that you're ps3 must be dehashed (QA Toggle) or you won't be able to access this option.
1) On XMB go to settings section and navigate down to the end of list
2) Press l1+l2+l3+r1+r2+d'pad down together. You will see some extra options appear in the settings. One of them will be "debug settings".
3) Open it and look for "NP Environment". Change it from "sp-int" to np and save it. Your ps3 will restart. Once you're back on xmb, you can go ahead with psn and you won't face any problems.

It seems mostly people who converted from dex to cex are facing this. It worked for me so I'm sure will work for everyone else as well.
