No it does not. It is only a level pack. You have to buy the costumes separately

Well i wont be buying this as i rarley buy anything of the psn store anyways, will you still be able to play on levels that have water in them even though you don't buy this.

Yea its just like the paint gun that came with the MGS4 kit
