Post: Skyrim PS4 hex editing help, please

(adsbygoogle = window.adsbygoogle || []).push({}); I'm trying to learn how to change "all skills levels" using the below:

8001000C 05000000
00000000 06000000
4A00000C xxxxxxxx
40120008 00000000

where xxxxxxxx =
42C80000 for 100
43480000 for 200
447A0000 for 1000
ETC..

But NOWHERE have I been able to find a walkthrough or tutorial on how or where to actually make the changes within a hex editor (I have HxD)...
Found instructions consist of the following:
Copy Save to USB, load USB using Save Wizard, right click, advanced mode, export to desktop, open file in HxD, edit, save, import back into save wizard, apply... But where and how do I make the edits..?!?!

I just need a starting point really, a breakdown of those above numbers and where to find them.. I know little more than the absolute basics while using HxD, but I am eager to learn! Please help! Thank you

Thank you for your help! It was difficult trying to search, not knowing or understanding the verbiage; but this looks very in depth and I can't wait to dig in! Again, thank you.
