I did it with Apollo save tool on my Jail-broken PS4. If you send me a copy of your own save made on your console I can extract the Key and inject it unto this save.
That is, changing the region by Gralic tool won't work for me? Does this require a jailbreak for PS4 and Apollo?
Garlic saves works so long as the key is valid.
1) You could also just decry-pt your own save file
2) Take the key from that and place it in the folder of the file you downloaded.
You have to decry-pt both your file [from your console] (witch is a dummy file to get the key), and the file you downloaded.
The folder structure should look something like this once you have decrypted them:
a) Your save: 1cabafc7_CUSA00002_KZ4/sce_sys/keystone (copy this key)
b) Save you downloaded: 1cabafc7_CUSA00190_KZ4/sce_sys/keystone (paste and replace this key)
Re-encrypt the save then you should be able to re-region without issues.

I re-regioned the game save, however it seems to be a save in the beginning of the game.
