Can someone please upload a save with all of the weapon/equipment unlocks completed. I'm uncertain if this is stored in SystemData or LocalProfile save though, so if possible please upload both.

It's not possible for Hitman. Everything is recorded server side.

I tested this myself with a 100% save I have. I resigned the system and profile data over to a different profile, and nothing carried over.
