Do a barrel roll!
I have a Platinum US save file with a product ID [CUSA-05294], this save doesn't have any DLC. I tested it personally, it will pop the veteran trophy difficulty after completing one mission on veteran. I couldn't test the collectibles because i already had the upgrades and the weapons trophies.

If there's a 05283 save you can use, you can resign it regardless of whether SW has cheats for it. Resigning is for all saves. The only thing that depends on Quick Mode cheats is re-regioning, since you need Advanced Mode to do that and you can't have Advanced Mode if there's no Quick Mode (and sometimes not then). But if it's already in your CUSA then you're only looking to resign.

Save is just a platinum save, meaning all trophies were already popped before the game was saved. That often means trophies are locked out of being earned again, and these saves are not made with the purpose of popping other people's trophies (certainly not all of them) although they can sometimes be used to do that.
That said, I would think Make it Personal could be done with someone else's save. How are you trying to do it? If I recall it can only be done in the Campaign, as you're loading up in the armory before a single player campaign mission. If it won't trigger with this save, should be quick enough to speed through your own save on the basic difficulty until you can swap out an attachment in the armory. Just make sure it's the Campaign mode, and before the mission starts.
Also, stay offline when popping trophies in Call of Duty games. That can trip things up too.
