how could he use the re-sing I have tried but it doesn't work it doesn't detect it as a zip I compressed it for that and I'm also obviously not using save wizard ps4.
what I mean is that the save wizard does not detect the file as zip even compressing it

It's a filepath issue. Specifically, you are treating it as a ZIP when it is not. It is a RAR.
Check the FAQ and troubleshooting guide, specifically the text tutorial on resigning.

Sounds like you need to double-check your filepath. Check the section in the Troubleshooting FAQ on filepaths, which is in the Save Wizard Text Tutorial.
