Yes, it should resign just fine. Save Wizard support means Save Wizard cheats, and sometimes also Advanced Mode which means you can edit some files and hack to your heart's delight and create your own cheats, plus re-region.
But you can resign saves with Save Wizard even if there is NO Save Wizard support at all. It will not show up in the "cheats' tab, but it WILL show up in the "resign" tab under its CUSA number (supported games will show up under their name, like Shadow of the Colossus).
EDIT: Just make sure it's the right CUSA number. Not just the right region, but the right CUSA number because there are sometimes multiple CUSAs within the same region, like one for disc and one for digital, one for regular edition and one for game of the year edition, etc.
One thing others have noted in this thread, though, is that after your resign a save for this game, KEEP YOUR PS4 OFFLINE! Because your stats are stored server-side, this save will only work offline, and if you go online your old stats will override this save.
