My guess is because you're trying to Import (or Upload) the main download. Check out the troubleshooting FAQ. The section that specifically mentions RARs, and the section just above it (which has detailed instructions) should help.

I'd be happy to but you would have to describe the problem first. The more detail the better. It might make more sense to post it on the troubleshooting thread, or PM me. If you instead post here, I might miss it.
All I can say for now is that my very strong guess is that you have not extracted the download. It is a RAR file. You need to install WinRAR, it needs to be at least version 5.71, you need to extract the RAR file, you need to go to the folder CUSA15280FIX, you then need to rename that folder from CUSA15280FIX to CUSA15280 because the text in there will prevent Save Wizard from reading it, then you need to use Windows (not another program) turn that folder into a ZIP (just right click it), and then you have a working ZIP.
Double-check that you have done all of that. Every bit of that is listed in the troubleshooting post in more detail. Each step is important.
