Are you high?
Here is a save with modded characters using save wizard, i spent ages farming all these weapons/grenades/artifacts and getting each character to level 50 with mayhem mode unlocked for each.
guardian rank is set to max as well.
Hopefully this will provide help to a fair few.

So all you need to do is download the .zip file extract it to your usb under ps4, savedata and folder 00000000.
Go back to the savedata folder once again and delete any of your own saves of borderlands 3
Load up save wizard, then click on re-sign. You should see the save without a name attached to it so just right click and go to resign. That's it loaded on your own account now so just eject usb and transfer save over to ps4
