Unfortunatly he's a random spawn. Took me about 20 reloads.

Yeah I was reading about the spawn rate it's about 5% chance lol. I'll keep trying but thanks for the hard work on the saves Smile

Have you tried to see if you can re-region it? I'm unaware of whether it works for Borderlands 3, but if it does, you could change the re-region pretty quickly. Guide below:
